The Secretary of IALL hereby submits notice of the candidates selected by the IALL Nominating Committee pursuant to Article VII, Section 3 of the IALL Constitution. Personal statements submitted by each candidate follow the list of candidates.

The 60 day notice period runs from 1st February to 1st April 2019. During this time, Individual members of IALL may submit their names as candidates for any elected office by petition pursuant to Article VII, Section 3. Signatures of IALL members are no longer required for candidacy by petition. Such nominations shall be submitted to the Secretary by 1 April and must be accompanied by a supporting personal statement. Nominations by petition shall be reviewed by the Nominating Committee to ensure eligibility and ability to serve; if qualifications are met, candidates by petition shall be included in the ballot.

At the end of the 60 day notice period current IALL Individual members will be sent an electronic ballot to the email address provided when they renewed their IALL memberships for 2019; this will permit IALL members to vote in the IALL election for the candidates of their choice.

Elected Board positions are as follows: President, Vice-President, Secretary, Treasurer (Treasurer must reside in the US), and 7 regular members of the Board of Directors.

Details of Requirements: There are important requirements for becoming an IALL Officer or member of the Board; these should be seriously considered by anyone seeking to serve on the Board:

• You must be a dues paying current Individual member of IALL for 2019;

• You must be able to attend every IALL Conference during your term of office as well as the Pre and Post Conference Board meetings held in conjunction with each annual conference;

• You must be able to fund all costs associated with your attendance at the conferences and Board meetings, including conference registration, hotel accommodations, transportation and meals, these are not subsidised by the Association (except for up to three nights of standard hotel accommodation for attendance at Board meetings before and after the conference);

• You must be able to devote a considerable amount of time throughout the year to the work of the Association and Board, including but not limited to the specific work apportioned to each Officer and regular or ex-officio Board member. Note that the President of IALL must also commit to travelling to venues throughout the world on behalf of the Association throughout the year.

• Board members are not eligible for bursaries from IALL.

• Because of the commitment to performing IALL work throughout the year, Board Members will need institutional support.

Kurt Carroll

Candidate for President 

In my professional life, I am the Chief of Collection Services for the Law Library of Congress. I entered law librarianship in 2001 when I began a six-year term as the Law Librarian of the United States Senate Judiciary Committee. I am completing my second term on the IALL board having been appointed as a general member for two years, acting Treasurer for one year, and then elected Treasurer in 2016. During this time, I have served on the Finance and Scholarships committees. I was involved in the implementation of a new membership database which has improved member renewals and retention. I served as the Board Liaison to the Atlanta annual course in 2017 and provided direct financial management of the Luxembourg annual course in 2018. There have been significant changes within the Association following the recent reform of the constitution. These changes have led to a stronger focus on individual members and greater opportunities for member involvement. IALL’s mission of promoting law librarianship, advancing education in the profession, and providing a forum for networking and scholarship are best addressed through the annual course and International Journal of Legal Information. The annual course and the journal are the pillars of the Association. I would continue to support these, providing excellent content, networking, and scholarly outlets while encouraging cooperation with other associations and engaging members with social media platforms.

Mark Engsberg

Candidate for President

My name is Mark Engsberg and I am the Director of Library Services and Professor of Practice at the Hugh F. MacMillan Law Library at Emory University School of Law in Atlanta, Georgia, USA. I am a candidate for president of the International Association of Law Libraries because I am passionate about IALL’s mission. An abbreviated version of IALL’s mission is to promote the dissemination of legal information worldwide and also to provide excellent professional development opportunities for legal information professionals. I have served IALL for most of my career: by chairing local planning committees for the 2002 Yale conference and the 2017 Atlanta conference; serving as Board Liaison for the 2014 Buenos Aires conference; and through serving as editor-in-chief of the INTERNATIONAL JOURNAL OF LEGAL INFORMATION since 2005. As IALL president, I would advance the IALL mission with vigour. I would do that in part through expanding IALL’s reach into new regions through closer, strategic partnerships with sister organizations around the world. Helping to shape the contours of the Association and our profession in a rapidly changing world would be a privilege – particularly when social, political, technological, economic, and other changes are impacting our profession in so many ways. In sum, I would welcome the opportunity to lead IALL in these challenging, but exciting times. I hope you will give me the opportunity to serve you, IALL’s membership, through your vote.

Kerem Kahvecioğlu

Candidate for Vice-President 

In Support of my Nomination for the Role of Vice President of the IALL. I am a law librarian and the Team Leader for Databases and Serials at Istanbul Bilgi University Library and e-Resources in Istanbul, Turkey since 2005. I have been teaching the course “Research Methods and Accessing Legal Information Resources” at Istanbul Bilgi University Faculty of Law since 2009. I earned my Bachelor’s degree in Library and Information Science from the Hacettepe University and my master’s degree in Business Law from Istanbul Bilgi University. I joined the International Association of Law Libraries in 2008 as a scholarship holder to attend the 27th Annual Course in Puerto Rico where I met many members and gained organizational experience to organize the 28th Annual course in İstanbul, Turkey in 2009 as a member of the Local Organization Committee. I was awarded an Internship Grant by the IALL in 2011 and I spent a month at Yale Law School Library and Harvard Law School Library as a visiting fellow. I became a Board Member of IALL in 2013 and served in the Communications Committee as the Blog Editor, in the Education Committee where I contributed developing the IALL Public International Law Research Instruction Guidelines http://iall.org/education-committee and in the Conference Committee. Currently, I am a member of the IALL Board and a member of the Education Committee and the Chair of the Communication Committee of the IALL. I also have relevant experience from our national association having served on the Board Member of UNAK-Turkish Platform of Law Librarians and served on the License Agreement Group at Anatolian University Libraries Consortium (ANKOS). Moreover, I have regional and international network and experience in law field. I have written on copyright in libraries and information literacy. My current research focuses on copyright, legal information, information literacy, outcomes assessment and open access. Serving on IALL’s several committees, and now as the Chair of the Communications Committee, has given me great insight and knowledge of the association’s operations so that I am willing to stand as a Vice-President of IALL. David Gee

Candidate for Secretary 

I would like to put myself forward to serve again on the next Board as the IALL Secretary. I am the Librarian at the Institute of Advanced Legal Studies, University of London in the UK. The Institute of Advanced Legal Studies is funded by the government to be the UK’s national legal research library and we welcome academics, researchers and postgraduate students from any university in the UK and worldwide to use the library’s extensive foreign and international law collections and research support services. I believe that my significant contributions to the current Board as Secretary and as Chair of the Scholarships Committee will give me the necessary experience, expertise and insight to serve the membership well as IALL Secretary for another three years. As an IALL Officer I have fully participated in Board policy developments and improvements to member services. I prepared the annual Board Meeting papers and organized successive Annual General Meetings. I also organised the appointment of the Nominating Committee and the current Board elections. I am particularly proud of leading discussions with Hein over the last year which resulted in the signed MOU between IALL and Hein covering Hein’s proposed free digitization of the IALL publications and their proposed assistance with the digitization of the IALL archives. The plan is to make these digitized documents available to members via the IALL website for free and via HeinOnline. I also served as Chair of the Scholarships Committee and managed the annual scholarships promotion, application and selection process. Many of the resulting conference bursary recipients have gone on to be active members of IALL. Barbara Garavaglia

Candidate for Treasurer

I am pleased to stand for the office of Treasurer of the International Association of Law Libraries. If elected, I hope to continue to contribute to the development, growth, and strengthening of the association. I am the Director of the University of Michigan Law Library, having previously served as Assistant Director and Head of Reference. Prior to that I was Assistant Director of the State Law Library of Michigan, and a research attorney. I earned my J.D. and M.L.S. degrees from the University of Michigan, and a B.A. in political science from SUNY Buffalo. I have been a member of the IALL since 2002, and I am also a member of the State Bar of Michigan, the American Association of Law Libraries-FCIL SIS, the American Association of Law Schools, and the American Bar Association. I became familiar with IALL business and finances while serving on the Board from 2008 – present, including terms as Secretary and Vice President, serving on and chairing the Scholarships Committee, and serving on and chairing the Finance Committee. In addition to working with the Treasurer on annual budgets and financial issues as the current chair of the Finance Committee, I have worked to improve efficiency, record keeping, business practices, and communication with members. My contributions include setting up, implementing, and maintaining the membership database, ensuring timely delivery of membership renewal invoices, timely processing and acknowledgement of new memberships and renewals, and a complete and current record of members. I have also worked to ensure sound stewardship of IALL monies. My experience in these areas and my work handling a $5.3 million library budget have prepared me to efficiently handle the work of the Treasurer. If elected, my goals will include ensuring ongoing good stewardship of IALL funds, further enhancing IALL business operations and organizational infrastructure by implementing the financial components of the membership database, further streamlining behind the scenes membership and conference registration processes, and continuing to improve our accounting and record keeping practices. I will also continue to ensure effective Scholarship and Finance Committees and to foster inclusivity and transparency for all IALL members.

Kristina Alayan

Candidate for Board of Directors

I am delighted to be nominated to serve IALL for a second time. I have worked in libraries for nearly 20 years and take pride in being a member of our profession. My work in libraries started as a student in access services and has grown to include collection development, reference, licensing, content management, instruction, and administration. I have also served in various leadership positions in AALL, LLSDC, and ASIL. As Director and Assistant Professor of Law, I currently supervise an exceptional team at a uniquely mission-driven institution. Howard University School of Law is dedicated to actively pursuing solutions to domestic and international legal, social, economic, and political problems that are of particular concern to minority groups. We all know our work in libraries is evolving at a rapid pace with no sign of slowing. Organizations like IALL are in an ideal position to help its members respond to these changes by taking advantage of membership talent, training, and resources. I am especially interested in doing what I can to further IALL’s commitment to a diverse and thriving membership. Rebecca Josefine Five Bergstrøm

I am an academic librarian with a law degree, with an interest for technological development in law libraries. Head of the Public and International Law library, an institute library that is part of the University of Oslo Law Library. I have ten years of experience teaching information literacy skills to law students, both public international law and national law. I also work with research support, especially at the department of Public and International law. My position includes responsibility for the subject content in the Law library. In addition, I’m responsible for the Law Library Blog (ceased) and Juridisk nettviser (Gateway to Law). Member of the electronic resource committee at the University of Oslo Library and responsible for the databases and e-books at the Law Library. I am particularly interested in the work of the Education Committee and the Communications Committee. I think the next area of focus of the education committee is very interesting and important. Heather Casey

Candidate for Board of Directors

Heather Casey has been an international and foreign law reference librarian at the Georgetown University Law Center for six years. She is also an adjunct professor, teaching courses on foreign and international law as well as research skills. During her time at Georgetown, Heather has helped organize and participate in three workshops for law librarians in Africa. These workshops were jointly funded by IALL and IFLA. The main goals were to strengthen the relationships between law librarians in Africa so they could create their own continental organization, as well as build connections between African law librarians and librarians around the world. This is one of the reasons Ms. Casey is so passionate about the importance of organizations like IALL which provide opportunities for librarians to connect with others around the world. She is particularly interested in the board mission to support and further education and professional development for legal information professionals worldwide. Prior to Georgetown, Heather worked at the University of Richmond and the LSU Law Center. She graduated from William & Mary School of Law in 2009. Before receiving her J.D., Ms. Casey obtained her M.L.S. from Drexel University in 2006.

François Desseilles

Candidate for Board of Directors 

I currently work as a law & criminology librarian and scientific officer in a multidisciplinary university library (Liège, Belgium). I have gained through my experience a commitment to users (library as a service) and a strong awareness in legal research and collection management. Like the legal world, law libraries change with the permanent evolution of society. In their diversity (parliamentary, public, university, etc.), they are facing certain changes and common documentary issues such as the generalisation of the use of artificial intelligence applied to their disciplines. These can only be tackled through greater knowledge sharing and exchange between professionals, users, professors, researchers, students and publishers. The added value of qualified, well-informed and aware law librarians who are experienced in both global and local legal developments should be reinforced. It is a question of promoting a general knowledge for us that is at the crossroads of global trends and local particularities. I would greatly appreciate to become a member of the IALL board, for fostering values, knowledge and best practices sharing and networking. It would be my privilege to be able to improve the ideas exchange between colleagues from all over the world and from a diversity of legal traditions.

Michel Fraysse

My name is Michel Fraysse. I am a Law and Copyright Librarian, responsible for assessment and evaluation, internationalization of the library, and legal and copyright issues, at Université Toulouse 1 Capitole, France. Before Toulouse, I worked as a law librarian at Cujas Law Library and was responsible for foreign and comparative law and managed the acquisitions department of the library. I hold a Master’s degree in International law from the University of Toulouse and in European Union Law from the Autonomous University of Barcelona. I received my MLS from the ENSSIB in Lyon. I teach European and French legal research in several Master’s programs in international and comparative law. I am also a lecturer in law in legal informatics and copyright for law students. I have delivered several presentations on e-book lending legal issues and copyright topics in Europe. Having attended four IALL courses, I appreciate the value of the conference and the network of librarians. I have been a member of the Board of Directors since 2016 and serve as a member of the Scholarship Committee and of the Education Committee. I have co-organized two international workshop in Africa for law librarians with the support of IALL. I was also the Board Liaison for the 2018 Luxembourg Conference. My university will host the 2020 IALL course and I am the head of the Local Planning Committee (LPC). I am very much interested in committing myself to this organization for a second term. This would be very rewarding experience for me and my university.

Trung Quach

Candidate for Board of Directors 

I have been a law librarian since 2012. I am the acting Law Librarian at the University of Melbourne. In that capacity, I manage the law library operations, including collection development, coordination of the law school’s teaching and research programs, and supervision of library staff. Prior to working as a librarian, I practiced commercial litigation in San Francisco for 10 years. I worked as a lawyer in boutique to international-size law firms. I am currently admitted to practice law in the United States and Australia. Since becoming a law librarian, I have dedicated myself to the profession. I am an active member of the Australian Law Librarians’ Association (ALLA), serving as its Vice-President (2016-2017), President (2017-2018), and currently as Past President. It was my involvement with ALLA that introduced me to IALL. I have attended the last two IALL annual courses as the official representative of ALLA. I have since become a member of IALL having seen the value of the organisation. I am very much interested in becoming more involved with IALL and its mission. If elected to the IALL Board, I am happy to serve on any committee.

Jean Wenger

Candidate for Board of Directors

I am honoured to be asked to stand for election to the IALL Board. IALL has been my professional association providing networking, information, and collegiality across borders and distance especially at the annual conference. I am the Director at Chicago-Kent College of Law Library. I have served as Deputy Law Librarian and FCIL Librarian at Cook County Law Library (Chicago) and have worked at Cornell Law Library focusing on FCIL research. I hold a J.D. and M.L.I.S. I have been actively teaching and writing about FCIL research for over 25 years for students, attorneys, judges, and librarians. Active in association leadership I have conducted strategic planning, enhanced educational initiatives, and worked for access to and preservation of legal information. My service credentials include AALL President, AALL Executive Board, FCIL-SIS chair, AALL Annual Meeting Program Committee Chair, and LLMC Advisory Council. I believe a critical role for law librarians is improving legal information literacy for law students, academics, attorneys, and the public. IALL membership and initiatives make this possible in an international arena. Ronald Wheeler

My name is Ron Wheeler, and I’m the Director of the Fineman & Pappas Law Libraries and Associate Professor of Law and Legal Research at the Boston University. I lead diversity and inclusion initiatives both within the law school and around the broader campus. I have taught legal research in various contexts including in law school courses, online, and in study abroad programs around the world. My educational credentials are below: BA, University of Michigan-Dearborn MLIS, Wayne State University JD, University of Michigan Law School Education, scholarships and memberships are the three areas to which I feel I can add value as a Board member. I’ve served as president of the American Association of Law Libraries (AALL), and in fact, I served on the AALL Board for a total of six years. Add to that prior nonprofit board experience in the past, on AIDS and LGBTQ nonprofits, and I have well over a decade of nonprofit leadership experience. I’ve fallen in love with IALL, and I am convinced others will share my love when they experience this vibrant organization.

Alex Zhang

I am very honoured and thrilled to run for an IALL board member position. I have been a loyal member of IALL since I became a law librarian at the University of Michigan Law Library almost ten years ago. As an IALL member, I have benefited tremendously from everyone in the community and have always been eagerly seeking opportunities to make meaningful contributions to the association through publishing in IALL’s official journal and blog, participating in online discussions and attending conferences. If elected, I would like to work closely with the officers and the entire leadership team to further enhance IALL’s presence and influence in the global legal information and law librarianship community. I would also like to utilize my international educational and professional background, experience and network to help encourage more robust interactions and collaborations between West and East. Biography: Alex Zhang is currently the Assistant Dean of Legal Information Services, Law Library Director and Professor of the Practice at Washington and Lee University School of Law. Before joining Washington and Lee, Alex was the Head of Public Services and Lecturer in Law of Robert Crown Law Library at Stanford University for two years. She was an FCIL Librarian and Adjunct Professor of Law at the University of Michigan Law Library from May 2009 to December 2016. Over the past ten years, Alex has served multiple leadership positions in many national and international organizations. She has been a board member of Chinese and American Forum on Legal Information and Law Libraries (“CAFLL”) since 2015. She is currently the vice chair/chair elect of American Association of Law Libraries (“AALL”)’s Innovations in Technology Award Jury. She is also the vice president/president-elect of AALL’s Animal Law Caucus. Alex is the immediate past chair of AALL’s Foreign, Comparative, and International Law SIS. She also chaired the Asian American Law Librarians Caucus of AALL from 2015 to 2016.
