The Secretary of IALL hereby submits notice of the candidates selected by the IALL Nominating Committee pursuant to Article VII, Section 3 of the IALL Constitution. Personal statements submitted by each candidate follow the list of candidates.

The 60 day notice period runs from 10 March 2016 through 8 May 2016. During this time, Individual members of IALL may submit their names as candidates for any elected office by petition pursuant to Article VII, Section 3. Signatures of IALL members are no longer required for candidacy by petition. Such nominations shall be submitted to the Secretary by 8 May and must be accompanied by a supporting personal statement. Nominations by petition shall be reviewed by the Nominating Committee to ensure eligibility and ability to serve; if qualifications are met, candidates by petition shall be included on the ballot.

At the end of the 60 day notice period, current IALL Individual members and designated representatives of Institutional members will be sent an electronic ballot to the email address provided when they renewed their IALL memberships for 2016; this will permit IALL members to vote in the IALL election for the candidates of their choice.

Jeroen Vervliet

Candidate for President

Personal Statement

During the past years I have gained experience in the management of the International Association of Law Libraries, as an organizer of the 2010 Annual Course in The Hague, as an ordinary Board Member, and subsequently as Vice-President and currently President. Prior to these responsibilities I simply enjoyed the Annual Courses and learned much on the various jurisdictions in the world, and about their relationship to international law – true Foreign, Comparative and International Law Librarianship.

Thorough preparation and factual implementation of the Annual Courses make up a great part of the President’s duties; while during the last few years I have tried to achieve a reform of the Constitution and also to find a new publisher for the International Journal of Legal Information. These are tasks the President alone has tried to implement in full cooperation with, and after delegation to colleague-Board Members. It is an honour to work together with the group of dedicated Board Members, who devote voluntarily much time to IALL, in addition to their regular jobs.

I am willing to stand for a second term as President of IALL. By doing so, I hope that IALL will benefit from my previous experience in understanding how to manage IALL. I am also eager to see how the new Constitution fulfils our expectations, while the move to the new publisher of the International Journal of Legal Information is a challenging endeavour. Both have long-term implications for the organization and structure of the IALL. I feel fully responsible for these innovations, hopefully as successes, but also if they fail.

 

Mark Engsberg

Personal Statement

In Support of my Nomination for

the Role of Vice President of the IALL

 

For those members who may not know me, I have sixteen years’ experience as a law librarian. My credentials include a JD, an MSLIS, an MA and a PhD. I worked at Yale Law Library for eight years performing legal reference, FCIL reference, and serving as Head of Reference before coming to Emory Law Library in 2008 as Director.

Promoting the name and mission of IALL has been a priority through my eleven years of service as Editor of IALL’s official journal, IJLI. My service also includes helping to plan two successful IALL conferences: Yale in 2002, where I was chair of the local planning committee, and Buenos Aires in 2014, where I served as Board Liaison following the sudden illness of Pedro Padilla Rosa. In addition to my work for the IALL, I have been an invited speaker at law library conferences in Australia, the Philippines and other countries where I have furthered the name and cause of the IALL. If elected as the new IALL VP, I would be a strong, reasonable voice for the IALL membership and a diplomatic advocate for the Association, acting as a major support for the President.

It is an honor to stand for the position of Vice-President of the International Association of Law Libraries. Serving on the Board is an opportunity to use my professional experience to give back to the profession globally by listening to and working with members to ensure a spirit of inclusiveness and collaboration; to work to attract new members in diverse areas of the world; to support and promote educational programs and initiatives; and to enhance member opportunities for networking and collaboration. If elected I would also continue work to strengthen IALL’s organizational infrastructure and member benefits.

Bård Tuseth

Candidate for Vice-President

Personal Statement

I became an academic law librarian at the University of Oslo Law Library in 2004. Since then I have been co-editor of a treaty collection and co-authored a book on writing a master thesis in law. Over the course of this period I was also lucky enough to be able to attend all but one of the previous twelve IALL Annual Courses. IALL has been a unique and valuable forum for professional development and building networks within the law library community. In 2010 I was elected to the Board of IALL and was happy to contribute to the important work of the association. During the subsequent election I became Second Vice President. During my time on the Board, I have spearheaded initiatives on web-based registration of memberships and registrations for the IALL Annual Course along with an electronic payment system. I also worked on the proposals for the recent amendments to the IALL constitution. I believe these changes contribute to making IALL a more open and democratic organization. If elected I plan to continue my work on organizational reforms as well as working on strengthening IALL’s ties to other professional associations within the library community.

 

David Gee

Candidate for Secretary

Personal Statement

I would like to put myself forward to serve on the next IALL Board as the Secretary of the Association. I feel my contributions to the current Board and its Scholarships and Education Committees and to the 2015 Berlin and 2016 Oxford Conferences will give me the necessary experience and insight to serve the membership well as IALL Secretary.

I’m particularly proud of my contribution in choosing the bursary winners for our annual conferences and developing the new IALL Public International Law Research Instruction Guidelines http://iall.org/education-committee/. I was also the Board Liaison Officer for the 2015 IALL Conference in Berlin which entailed almost daily emails with the Local Planning Committee and members of the Board. The final conference programme and organisation proved a great success with delegates, and I feel I learnt an enormous amount about the roles and responsibilities of the different members of the Board in the process.

Currently I am a member of the Local Planning Committee for the 2016 IALL Conference in Oxford and Chair of the Scholarships Committee. Both roles are very interesting and adding to my accumulated experience of what is needed to organise a successful IALL conference and how to ensure that the IALL Board functions efficiently.

I also have relevant experience from our national association having served on the BIALL Council, the BIALL Awards and Bursaries Committee and the Editorial Board of Legal Information Management.

Kurt Carroll

Candidate for Treasurer

Personal Statement

I joined the association in 2010 and became a member of the board of directors in 2014. As a new member of the board, I was appointed to the Finance Committee. In September 2015, IALL’s treasurer resigned and I agreed to complete the remainder of her term.

Outside of IALL I am the Chief of Collection Services for the Law Library of Congress. In this position I plan and execute a $2.7 million book budget, oversee a staff of 42 librarians and technicians, and manage a 2.9 million volume legal collection. Prior to the Library of Congress, I served as the Law Librarian for the Judiciary Committee of the United States Senate.  I hold a Bachelor’s degree in International Relations from Canisius College and a Masters of Library and Information Science from the Catholic University of America.

Serving on IALL’s Finance committee, and now as Treasurer, has given me first-hand knowledge of the association’s fiscal operation. I support the current board’s efforts to improve transparency and increase opportunities to engage association members. It is my hope to serve a full term as treasurer and lead IALL to greater fiscal stability.

 

Kristina Alayan

Personal Statement

My motivation for wanting to continue for a second term on the International Association of Law Libraries Board is simple: there is no other organization of its kind in the world.  Being a member of the leadership that helps us to further develop relationships with colleagues, while having the opportunity to learn about the history, laws, and research from legal scholars around the world is extraordinary.

As a member of the current Board, I have supported initiatives that have led to greater transparency and participation.  The new, streamlined Board and current election format are a reflection of this change.  I plan to continue to support initiatives that help us to evolve as an organization, while remaining faithful to our mission.

I have changed positions and institutions recently: from a foreign and international law librarian to the head of acquisitions and collection development. This has allowed me to evolve tremendously as a librarian.  As the head of our acquisitions team, I have been able to build upon the skills I cultivated in public services. In the past, my focus was exclusively on foreign and international legal research, but now encompasses the entire collection. However, my commitment to the foreign and international sphere continues to be a priority, as evidenced by my work in IALL, as a member of the Index to Foreign Legal Periodicals Advisory Board, and my ongoing work in the Foreign, Comparative and International Law Special Interest Section of the American Association of Law Libraries.

It would be a privilege to continue to represent IALL members on the Board. Thanks for your consideration!

 

Daniel Boyer

Personal Statement

Daniel Boyer has been a Law Librarian in Québec since 1986 and all along his career has faced the cross-jurisdictional challenges that working in a mixed jurisdiction entails. His relationship with IALL began that same year — though the first twelve years were aspirational: He first participated in a Course in 1998 (Rome/UNIDROIT). He has attended Courses regularly ever since and, in 2013, had the privilege of joining the Board. Daniel is committed to:

  • Further improving the transparency of the Board;
  • Accentuating communications between members and the Board;
  • Encouraging discussion and debate amongst Board members;
  • Strengthening interactions with sister organizations.

Daniel is fully committed to performing all functions expected of an IALL Board member.   And, as befits a former admiralty lawyer, Daniel offers his experience and insight into figuring out how to best navigate these challenging times. He is seeking a second term on the Board to serve this great association and all of you who make it so.

 

Lily Echiverri

I hereby confirm my acceptance of nomination for a seat in the 2016-2018 IALL election.

I am a Law Librarian in the University of the Philippines and officer to different national library associations in the Philippines. I am an IALL bursarian in 2006 and IALL Board 2013-15. I’m also an IFLA member with standing committee on IFLA Law Division and IFLA-FAIF for several years. Served as Chairperson to the “Train the Trainors IFLA-FAIFE: Internet Manifesto Philippine Project 2009.”   A Global Fellow of Special Library Association (SLA) in 2000 and participated the American Library Association (ALA) local outreach programme.

Preference committee work will be Committee on Professional Development Bursaries (Scholarship Programme) and Local Planning Committee.(LPC)

 

Michael Fraysse

Personal Statement

My name is Michel Fraysse. I am a Law and Copyright Librarian, responsible for assessment and evaluation, internationalization of the library, and legal and copyright issues, at Université Toulouse 1 Capitole, France. Before my arrival in Toulouse, I worked as a law librarian at Cujas Law library and was responsible for foreign and comparative law and managed the acquisitions department of the library.

I have a background both in international law and librarianship. I hold a Master degree in International law from the University of Toulouse and in European Union Law from the Autonomous university of Barcelona. I received my MLS from the École nationale supérieure des sciences de l’information et des bibliothèques (ENSSIB) in Lyon. I teach European and French legal research in several Masters programs in international and comparative law. I am also a lecturer in law in legal informatics and copyright for law students. I have delivered several presentations on e-book lending legal issues and copyright topics in Europe.

I have attended the IALL course for the last two years, and I have appreciated the value of the conference and the network of librarians. Now, I am very much interested in committing myself to this organization. This would be very rewarding for me and my university and I hope for the Association itself. That’s why I propose my candidacy for the Board of Directors.

 

Ryan Harrington

Personal Statement

IALL is one of the most useful, dedicated, and entertaining organizations to which I belong. I have had the pleasure of attending each conference since 2010, when I began to focus in FCIL research at the Yale Law Library.

The conferences have been a highlight of my professional career: each year I return with crucial insight into foreign laws. Equally importantly, I have met colleagues around the world and I’ve drawn on the expertise of Dutch, Argentine, and Malaysian librarians to improve my work and service to my local community.  I have reciprocated as well, providing colleagues with resources that we have in our collection.

IALL fosters a personal connection among its members, and this is the primary reason I would like to serve on the board. I have already been involved informally: for example I helped coordinate group outings to soccer matches during three conferences.  I believe these gatherings have proven to be an excellent opportunity to establish worldwide relationships.

I can commit to attending the next three annual meetings. I’m an excellent planner and organizer and would be proud to help create programming and sponsor events that continue the high quality of our previous meetings.

 

Kerem Kahvecioglu

Personal Statement

Kerem Kahvecioglu is a law librarian at Istanbul Bilgi University Library and e-Resources in Istanbul, Turkey. He is also a teaching assistant at Istanbul Bilgi University Faculty of Law and teaches “Research Methods and Accessing Legal Information Resources” to the first year Law School students.

Mr. Kahvecioglu earned his Bachelor’s degree in Library and Information Science from the Hacettepe University and his Master’s degree in Business Law from Istanbul Bilgi University with a project titled “Evaluation of Library Implementations through the National and International Agreements Related with Intellectual Property”.

He has been serving as Board Member of UNAK-Turkish Platform of Law Librarians, on the License Agreement Group at Anatolian University Libraries Consortium (ANKOS) and as Board Member of International Association of Law Libraries. He is also a member of IALL Education Committee and at Education Committee responsible for the Blog. He has written on copyright in libraries and information literacy. His current research focuses on copyright, legal information, information literacy and open access.

 

Petal Kinder

Personal Statement

In Support of my Nomination as a Regular Member of the IALL Board

I have been a committed member of IALL since 1999 when I served on the Local Planning Committee (LPC) for the 1999 IALL Australia conference.

Prior to being a Board member I was appointed a member of the Communications Committee and in 2007 took over as Chair. One of the major tasks undertaken by me was a successful review and implementation of a new website. I relinquished the Chair when elected President in 2010.

It was an honour but also challenging taking over from my predecessor who had served two consecutive terms as President. Therefore, while guiding three successful conferences and implementing various cost saving measures, e.g. discontinuing the costly London tri-annual Strategy meeting, I also argued the need for Constitutional reform. In particular, the need for open and democratic elections for Board members and the limit of a three-year term for the office of President.

I have committed Australia to hosting the 2019 IALL conference and have formed an enthusiastic LPC. Should I be elected as a regular member of the Board I will continue to further the cause of IALL and endeavour to engage with all librarians, in particular from Australia, New Zealand and the Pacific Rim nations.

 

Gloria Orrego Hoyos

Personal Statement

It is with great enthusiasm that I am applying for the opportunity to run for a position on the IALL Board of Directors. My life has been marked by migration which has given me a special sensitiveness on the subject of comparative law at the academic and social levels.

I have a law degree, a Master in Human Rights and a diploma in Librarianship. I have advised and assisted academic researchers and Civil Society Organizations in Argentina and across the region. I teach at several institutions in the country. I am passionate about constitutional law, human rights, multiculturalism, gender issues, and post-conflict reconstruction, especially in the Latin American Region; topics in which I have publications at national and international level. For 10 years I worked at the Library of the University of San Andrés where I remain as a professor of legal research methodology at the School of Law. I currently work at the General Secretariat of Training and Jurisprudence of the Public Defender’s Office.

I look forward having opportunity to play my part as a board member to support the IALL objectives, which I am sure, would help advance the view of the law librarianship with an Latin American perspective.

 

Akash Singh

Personal Statement

I introduce myself as Dr. Akash Singh currently working as Assistant Librarian with National Law University, Delhi since Oct 2009. I previously worked with Indian Law Institute, which has Asia’s largest law library, since 2005-2009. Academically, I have attained M.A. (Public Administration), and professionally have secured M.L.I.Sc., M.Phil., Ph.D. in L&ISc. and LL.B. I coordinated a number of events for development of law librarianship in India viz. International Conference on Access to Legal Information and Research in Digital age during in 2012 and Library and Information Professional Summit-2015.I have published twenty two research papers and articles and co-authored more than nine books. Currently, I am a member of IALL, SLA, DLA, ILA, GILA and AIMLA. I was awarded an IALL Bursary to attend the Annual Meeting of IALL in Spain in 2013.

I would be privileged to serve as a Member of IALL Board of Directors. I would like to develop IALL in Asian regions by increasing membership on the working of SLA Asian Chapter. Also to assist in maintaining public domain resources on the basis of my webpage http://publicdomainresources.webs.com/ for better visibility of public legal information of Indian and other foreign jurisdictions. If elected, I am keen to serve the Association to the best of my ability and undertake in the best possible manner work assigned to me as a Member of IALL Board of Directors.
